The Federal 340B Drug Discount Program was initially made possible under a federal law (Veteran's Health Care Act of 1992, P.L. 102-585, Sec. 602 and Sec. 340B of the Public Health Services Act) which requires drug manufacturers to provide pharmaceutical products at reduced prices to patients of Federally Qualified Health Centers and other eligible entities.

HRSA Pharmacy Services Support Center - The HRSA Pharmacy Services Support Center (PSSC) is a resource that was established in 2002 to assist HRSA grantees and eligible health care sites optimize the value of the 340B Program and provide clinically and cost effective pharmacy services that improve medication use and advance patient care. The PSSC operates under a contract between the American Pharmacists Association (APhA) and the Office of Pharmacy Affairs (OPA), in the HRSA Healthcare Systems Bureau.

The 340B Prime Vendor Program (PVP) is managed by Apexus through a contract awarded by Health Resources and Services Administration (HRSA). HRSA's Office of Pharmacy Affairs (OPA) manages the 340B Drug Pricing Program. As the contractor to the 340B Prime Vendor, Apexus is responsible for the negotiation of pharmaceutical pricing below the 340B price as well as improving access to affordable medications by establishing a distribution network for pharmaceuticals to covered entities.
